Prime Minister Justin Trudeau said Friday that while the Canadian government has not made the decision to list Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist entity, it is “not taking any further tools off the table.” He said the Canadian Criminal Code would not be the “best tool” to target states or state entities.
