Hurricane Fiona roared over the Dominican Republic Monday after knocking out the power across all of Puerto Rico, causing damage the governor said was “catastrophic.” Many people were left without water service. It brought maximum sustained winds of an estimated 145 km/h, the National Hurricane Center (NHC) said.
