Ontario has the greatest number of kids in care in the country – at over 12,000. For years there’s been talk of overhauling the system: blueprints, redesigns, modernization strategies. And yet, as a year-long investigation by Global News and APTN uncovered, the child welfare system remains deeply flawed.
