Conservative Leader Erin O’Toole said on Monday that if elected, he would ban puppy mills as well as implement a national ban on cosmetic testing on animals. O’Toole also said he would add animal cruelty as an aggravating factor in domestic violence prosecutions “to go after abusers who hurt their spouse by hurting their spouse’s pet.”
