Liberal Party Leader Justin Trudeau said on Friday that if re-elected prime minister, his government would create a $1-billion fund to develop and rollout a proof of vaccination program for provinces if they choose to adopt vaccine passports. “A vaccine mandate for non-essential businesses is a good idea,” he said.
