Why did it take B.C. government so long to declare state of emergency?

Global BC reporter Richard Zussman asks Public Safety Minister Mike Farnworth why it took so long to call the state of emergency as reports came out that evacuees were having trouble finding hotel rooms. Farnworth says the decision was made based on the briefing he received Monday night and the potential for significant winds and dry lightning in the province.
