Quebec public health director testimony sparks outcry over transparency

Quebec’s public health director Dr. Horacio Arruda testified on Wednesday that shutting down museums and restaurants in early October wasn’t his idea. As Global’s Raquel Fletcher reports, opposition parties aren’t criticizing the move itself as much as what they call a lack of transparency.
