Construction work to finish the REM light-rail electric train project is one year behind schedule, meaning it won’t be completed until the fall of 2024. The $6-billion budget is also off track and as Global’s Tim Sargeant reports, the overriding costs and delays are being blamed on the COVID-19 pandemic and the Mount-Royal tunnel among other issues.
