Speaking outside of Rideau Cottage in Ottawa on Tuesday, where he is staying in self-isolation, Canadian Prime Minister Justin Trudeau said he is planning to recall parliament on an emergency basis to help pass legislation to help Canadians cope with the impacts of the global COVId-19 outbreak.
