Waterfront Toronto will allow a controversial development on the city's Quayside neighbourhood to move forward. Sidewalk Labs' has sparked criticism over issues like privacy, and most recently, the size and scope of the project. But as Matthew Bingley reports, it will move onto the next stage of planning in a much smaller capacity.
