Passenger bill of rights: First phase of new air travel rules rolling out in Canada

The first phase of a new passenger bill of rights means that as of July 15, Canadian airlines will start compensating passengers for lost luggage, or getting bumped from overbooked flights. More rules will be implemented in December. But as Ross Lord reports, skeptics are questioning how this new compensation protocol will play out.
