After years of consulting with small-scale breweries in the city, Toronto City Council is set to approve zoning by-laws to allow businesses to function better. Councillor Mike Layton says the current by-laws are about two decades behind and don’t reflect the changing market for craft beer retailers. Matthew Bingley reports.
