The father of a 9-year-old girl murdered a decade ago says there are too many loopholes helping convicted criminals who are behind bars. He was reacting to the attempt by Terri-Lynn McClintic, his daughter’s killer, to receive compensation from the government for being forced to move to another jail. Sean O’Shea reports.
