Prime Minister Justin Trudeau has toured the flood zone in Gatineau, Quebec, where flooding has hit record levels for the second year in a row. Some of the hardest hit areas are where low-income Canadians live, and they can’t afford to move. Mike Le Couteur reports on the troubles now facing owners of flood-ravaged homes.
