An 8.5 lb dog, whose owner paid for cabin travel on an Air Canada flight between Quebec City and Toronto, was denied boarding. It wasn’t because Whisky was over the weight limit, or unruly: an Air Canada agent said he was too large for his portable pet carrier—despite between less than half the maximum weight.
