Pope Francis has enacted new legislation requiring Catholic Church officials in Vatican City to report sex abuse allegations to police, or face possible jail time. The move comes as Montreal-area dioceses have hired a former Superior Court justice to audit of sexual abuse claims. But as Mike Armstrong explains, there are concerns the inquiry will not go far enough.
