After a recent re-examination of the 1993 murder of 41-year-old Barbara Brodkin, Det-Sgt. Stacy Gallant said in a news conference on Monday that police have arrested Charles Williams Mustard, 63, for first-degree murder in the homicide case from 25 years ago.
