The final touches on Kelowna's selection criteria for recreational marijuana dispensaries are done. The final decision will rest with council on whether an application is accepted or denied, but staff have included a scoring system in an effort to filter the expected flood of applications and that's not sitting well with some councillors. Kelly Hayes reports.
