Toronto city staff reaching ‘tipping point’ in order to hold October election

During a special meeting of city council on Thursday, City of Toronto staff said a lack of certainty over the number of wards amid retabling of legislation to slash the number of council positions as well as a court challenge is making it “virtually impossible” to hold a fair and accessible municipal election.
