A Fraser Institute study looking at what makes some First Nation’s bands successful points to the Osoyoos Indian band as a prime example. The band operates more businesses, per capita than any other band in the country. Clarence Louie has served as chief of the O.I.B. for three decades. He says he is happy to be featured in such a good light, but admits the band still has a lot of work to do. He points to problems with drugs and alcohol, which occur on every reserve.
