Manitoba voters can ‘decline’ vote in provincial election

Some voters in the upcoming provincial election may not be thrilled about any of their choices. Elections Manitoba allows voters to “opt-out” while still making their voice heard in a democracy. Global’s Adrian Cheung explains.
