Mon, Jan 18: Calgary homeowners have been piling their recyclables into curbside blue carts for seven years now. Soon, condos, apartments and townhouses will join the collection. A new city bylaw is about to take effect Feb. 1. As Sarah Offin reports, it's unlikely everyone will meet the deadline.
