NTSB Chair Jennifer Homendy said on Tuesday that air traffic control at New York’s LaGuardia Airport was under “standard operating procedure” at the time of the Sunday crash between a Air Canada jet and a Port Authority fire truck. “It is standard operating procedure that they only have two on-duty and those two performed the duties of others. That is our understanding right now, however, we’re going to further dig into that.” Homendy said, noting that it’s been a “problem for years.”
