Developers’ community gardens questioned

For more than a decade, developers in B.C. have been allowed to make land that’s otherwise not being used – available for gardeners and dog walkers – in exchange for tax breaks. But there are questions about whether some seemingly underutilized ‘community gardens’ are worth the huge tax subsidy. Kristen Robinson reports.
