Torrential rains flooded streets in southern China as Typhoon Ragasa made landfall on Wednesday. Meanwhile, in Taiwan, the barrier lake, formed by landslides triggered by earlier heavy rain, burst and sent a wall of water into Guangfu. Many residents in Guangfu said there was insufficient warning when the lake overflowed.
