Toronto city councillors haven't had a sizable pay increase since 2006 and a report is recommending they get a raise to bring pay in line with comparable municipalities. Despite making nearly $100,000 more than their current salary, the mayor isn't convinced it's the right move. Matthew Bingley reports.
