Environment Canada forecasts 10 to 15 centimetres of snow in Toronto, with hazardous driving conditions expected. The city’s Winter Services Plan is in effect, including warming centres for those experiencing homelessness. Blizzard conditions are also forecast for parts of Newfoundland and Labrador.
