Report suggests no wrongdoing by Mayor Roy

An investigation shows that Whitby Mayor Elizabeth Roy did not do anything wrong following an incident in October during Whitby Council. It is alleged Roy held a ‘secret’ meeting after she and Coun. Leahy got into it on the chamber floor. Lexy Benedict reports.
