A woman whose SUV was crushed on Highway 1 this week by a runaway tire is questioning the ‘stiff’ fines handed to the driver and dump truck owner. The crash happened at high speed on Highway 1, and as Taya Fast reports, the victim is counting her lucky stars, but calling the fine for the other vehicle an insult.
