Toronto pushes for more flood reduction efforts

The frequency of storms producing intense rain has prompted Toronto to redouble efforts targeting flood mitigation. Those efforts have once again pushed a controversial surcharge targeting some property owners back to the forefront. Matthew Bingley reports.
