Vancouver council mulls property tax cap for homeowners

Vancouver homeowners could be facing a seven percent tax hike in next year — with the city still struggling to balance its budget. But as Andrea Macpherson reports, council is now also floating the idea of putting a cap on the size of future tax increases.
