Minister of Mental Health and Addictions Ya’ara Saks responded by saying that “every request” to decriminalize drugs is “reviewed on a case-by-case basis,” and that Toronto Public Health has not submitted a proposal that “adequately addresses the dual objectives of public health and public safety.”
