Quebec is flip flopping on its proposal to build two mini hospitals by 2025. Instead of providing services to a wider public, now the plan is to focus on services for seniors. But as Global’s Gloria Henriquez reports, opposition leaders are denouncing the change and asking it to be scrapped.
