Toronto moves forward with ‘generational’ housing plan despite lingering questions

Toronto City Council has voted in favour of adopting a plan to build 65,000 new rental homes in seven years. But the city will move forward without a reliable funding source and with questions swirling over whether it has the means to get back into the public builder space. Matthew Bingley reports.
