The group that built the Confederation Line believes the bad odour is "due to stagnant water that is infiltrating into the tunnel near Rideau Station," OC Transpo says.

The city's finance committee heard Monday that the consortium building Ottawa's Confederation LRT line told the city they could not meet all their contractual obligations by their Nov. 2 deadline, despite a six-month extension granted to them earlier this year.
