Communities like Osoyoos, B.C., are having to pay over $150,000 dollars in retroactive RCMP payments, as its population grew above 5,000. 

Last year's RCMP collective agreement secured pay raises that are retroactive to 2017, leading to big bills that municipalities say they are struggling to cover.
