The RCMP watchdog says bullying and harassment remain serious problems within the national police force, and only major changes to the way it is run will make a difference.

The RCMP will launch a national effort to eliminate sexual misconduct in the workplace after a review criticized the police force's response to a case involving nudity and harassment.
