Police said on Jan. 5 a mother and her daughter were shopping at the Oshawa Centre when the young girl was allegedly approached by a stranger and he grabbed her arm.

Police say a 17-year-old boy turned himself in on Thursday. He was charged with multiple offences including aggravated assault and carrying a concealed weapon.
