Heavy rain and fertilizer runoff has rendered a massive patch of the Gulf of Mexico deadly to marine life.

The rural municipalities of Stuarburn, Woodridge and Zhoda are getting cell phone towers after years of dealing with spotty cell service. Bell MTS said the improvements activate in October.
