Scam calls are becoming so commonplace that legitimate CRA agents are finding it increasingly difficult to reach scam-wary Canadians who hang up on them and refuse to return their calls. 

The Canada Revenue Agency says so many Canadians get calls from scammers pretending to be tax enforcers that real tax agents are having trouble reaching people.
