A chilly, rainy morning did not keep dozens of people from lining up at a medical clinic in Kingston, Ont., for a chance to sign up as patients. Some camped out overnight.

While the first rostering days were open to anyone, the clinic says it will now only be accepting new patients who live in a specific geographical area of the city.
