The Royal Canadian Navy has started deploying less-experienced sailors on operations and eliminating positions altogether as it struggles with an unprecedented personnel shortage.

Yet Canadian military officials are unlikely to celebrate, as the armed forces are still short about 2,000 regular-force members and 5,300 reservists.
