Four councillors, including River Ward Coun. Riley Brockington, voted against a controversial mixed-used development off Riverside Drive at city council on Wednesday.

The proposed three-year pilot starting in 2020 would see 10 existing spots set aside in Andrew Haydon's parking lot for residents who want to park their cars and bike the remaining distance to work downtown.
