A complaint alleged Tory has a conflict of interest over his ties to Rogers Communications and a council decision to end regular ActiveTO road closures on Lake Shore Boulevard.

Adam Chaleff, who calls himself a "fair elections advocate," said Monday morning that the appeal was filed against the Nov. 25 Ontario Superior Court decision.
