It needed two-thirds of the vote to pass, or 11 yes votes out of 15.

The proposed plan was to lease out four golf courses, Windsor Park, Kildonan Park, Harbour View and Crescent Park.

The deal to sell John Blumberg golf course passed by a nine to six vote.

A 2011 audit found city-run courses lost $1 million every year.
