Al Della Fave says Fabieniak was struck by the pickup truck at around 8 a.m.
He says the front wheel of the truck struck her while she was reading on the beach and then the vehicle stopped on top of her.
She was pulled out from under the truck and treated at the scene before being transported to a nearby hospital.
Della Fave says the driver was taken to a hospital to submit blood samples for chemical testing and provide a statement.
