RCMP say the pair, along with other friends, were walking along Thompson Drive when a vehicle hit them, and a hydro pole, before stopping.
Police say a 17-year-old was found dead at the scene, and the 18-year-old was found seriously hurt in a ditch. The second victim later died of his injuries.
The driver of the vehicle, a 22-year-old female from Thompson, remained on scene and was taken into custody.
Alcohol is believed to be a factor.
The investigation is ongoing.
