Vernon man fined for causing distress to his dog

VERNON – The dog was being mistreated. Now the courts have dealt with its owner.

Acting on public complaints, the SPCA seized a rottweiler/cross from the property of Vernon resident Jimmy Ky Marchand.

SPCA spokesperson, Kathy Woodward, says the dog was tethered by a heavy, logging chain inside a truck canopy.

She says it couldn’t stand up and barely had room to turn around.

As well, there was insufficient food and water.

Marchand pleaded guilty to causing an animal to be in distress.

He was fined $500 and prohibited from owning or possessing animals for five years.

Woodward says they attended the property several times and issued recommendations and orders that Marchand ignored.

The female dog has been re-homed.
