A giant step backward for a proposed West Kelowna development. It will have to start over with public consultations after it was revealed that a city councillor is in a potential conflict of interest. Councillor Rusty Ensign finds himself on the defensive after he voted on the project, even though his company is bidding on the job.
Ensign maintains there is no conflict, but as Kelly Hayes reports, the city’s mayor says perception is everything.
