CALGARY – A video of a small child riding on the back of a motorcycle in Calgary is raising questions about motor vehicle safety.

Ryan Eagleson said he took the video Thursday afternoon on 52 Street. Eagleson suggested the motorcyclist was driving at a high rate of speed, and that the young girl looked like she was having a hard time holding on. He estimated she was no older than six years of age.

Transportation Alberta says on its website that a passenger is legally allowed on a motorcycle only if it has a seat designed to carry an extra person.

“Passengers must ride on the seat designed for passengers and use the foot rests,” says a department pamphlet called “Rules & Regulations Applying to Small Vehicles,” citing the Use of Highway and Rules of the Road Regulation, Section 77.

Alberta passengers must also wear an approved helmet, and have “adequate protective clothing, footwear and eye protection.”

“Ensure that your passenger’s feet can reach and remain on the foot pegs,” says Transportation Alberta. “Both of your passenger’s feet  should stay on the foot pegs, even when stopped. Hot exhaust pipes and mufflers are a hazard for passengers.”

In the video, the young girl is wearing shorts. It is unclear if her feet are on foot pedals.
